What the public record supports
Gateway
All-port cargo rose from 16.80 million tonnes in 2018 to 26.48 million in 2023. Current Ministry fiscal-period KPIs are kept separate rather than spliced into that series.
Rail
SGR freight operations and Kwala now have reported operating volumes. Design capacity and construction percentages remain reference fields, not realised throughput.
Control
The 2024 rail point and one Dar container figure remain withheld. Preserving the gap is more informative than manufacturing a false consensus.
